惠阳市淡水镇地处广东沿海，历史悠久，又是著名的侨乡。她位于珠江三角江三角洲东南部，南边紧靠大亚湾经济技术开发区，西与深圳接壤，北与惠州毗邻。全镇总面积83平方公里，城区面积18平方公里，人口18万人，是珠三角经济区重点卫星镇，惠阳市政治、经济和文化中心。
